The European Monetary System (EMS) was an
attempt by the European Community (now the
European Union) to bring financial
cooperation and monetary stability to Europe.
It was established 1979 in the wake of the
1974 oil crisis, which brought growing
economic disruption to European economies
because of floating exchange rates. Central
to the EMS is the Exchange Rate Mechanism
(ERM), a voluntary system of semi-fixed
exchange rates based on the European Currency
Unit (ECU).
